Monday 28 September 2020

Professor Mark Elliott (1998), Professor of Public Law, Chair of the Faculty of Law and a Fellow of St Catharine's College, was invited to give evidence before the House of Lords' Constitution Committee on Wednesday 23 September. Professor Elliott gave evidence alongside Sir Stephen Laws QC (former First Parliamentary Counsel, Cabinet Office), and Sir Franklin Berman QC (former Legal Adviser to the Foreign & Commonwealth Office) as part of the process of legislative scrutiny of the UK Internal Market Bill. The session is available to watch online on Parliament TV.

The United Kingdom Market Bill 2019–20 has been making waves in the media and among legal scholars due to its unprecedented impact on the Withdrawal Agreement, the Northern Ireland/Ireland Protocol and its authorisation for ministers to break international law and limit access to the courts.

From 2015 to 2019, Professor Elliott served as Legal Adviser to the House of Lords Select Committee on the Constitution, providing advice to the Committee on a range of legislative and other legal matters. He is the co-author of two textbooks: the 5th edition of Administrative Law (with Jason Varuhas) was published by Oxford University Press in 2017, and the 4th edition of Public Law (with Robert Thomas) was published in 2020, also by by Oxford University Press. Public Law is the UK's best-selling title in its field. Professor Elliott's blog Public Law for Everyone is a leading source of Constitutional Law commentary.
